RPSC: When and how was RPSC started? Who was the first president, know interesting history

It is not possible that if there is talk of government jobs in Rajasthan and the name of RPSC does not come up. Every year thousands of youth appear for the examinations of this commission and try to make their dreams come true. But very few people know when this commission was started, why it was started and who was its first chairman.

The story starts from the year 1923. At that time the Lee Commission had recommended the creation of a Union Public Service Commission in India. The objective was that government appointments should be based on merit. However, at that time no special consideration was given to creating a separate Public Service Commission for the provinces. Provincial governments used to make appointments according to their needs by making rules.

If reports are to be believed, times changed, the country became independent and the unification of the princely states began. Rajasthan was also formed by merging many princely states. At that time, out of total 22 princely states, only Jaipur, Jodhpur and Bikaner had a structure like Public Service Commission. There was no uniform system of appointments elsewhere. In such a situation, the need was felt for a commission that could handle the recruitment process in the entire state in a fair and systematic manner.

When was the notification issued

The Rajasthan Public Service Commission Ordinance, 1949 was published in the Rajasthan Gazette on 20 August 1949. It was clearly stated in this ordinance that the Commission will come into effect when the notification related to the appointment is published in the Gazette. Finally, this notification was issued on 22 December 1949 and on the same day Rajasthan Public Service Commission officially came into existence. That is, the establishment of RPSC is considered to be on 22 December 1949.

Who was handed over the command of the commission?

The then Chief Justice of Rajasthan, Sir S. Of. Ghosh was appointed the first chairman of RPSC. This was a special thing in itself, because a judge was given this responsibility, which clearly shows the impartiality and credibility of the commission. Along with him were two members Devi Shankar Tiwari and N. R. Chandorkar was also appointed.

In the initial times the Commission was small, one Chairman and two members. But the responsibility was big. Selecting the right people for government services across the state was not an easy task. Later, former member of Union Public Service Commission S. C. Tripathi, IAS was also made the Chairman, which further strengthened the functioning of the Commission.

In the year 1951, some important rules were made to make the work of the Commission regular and clear. These included Rajasthan Public Service Commission Conditions of Service Rules, 1951 and Rajasthan Public Service Commission Limitation of Functions Rules, 1951.
