This order was canceled
According to the information, this order cancels para 3 of the Office Memorandum (OM) dated 25.03.2026. Under this, all the candidates serving, including those who had given the affidavit earlier. Now you will be able to apply for higher posts on fulfilling other eligibility conditions. Earlier, candidates having graduation qualification who got government jobs with less qualification had to submit an undertaking/affidavit. In this they had to declare that they do not have any higher qualification and they are only 10th or 12th pass.
These people will benefit
In such a situation, those candidates will be benefited, who were considered ineligible for recruitment to many graduate level posts in future on the basis of not being a graduate. Now all candidates already in Government service, including those appointed on the basis of such affidavits/undertakings, will be able to appear in future graduate level examinations and apply for higher posts, provided they fulfill the other prescribed eligibility conditions.
Lieutenant Governor gave this order
Lieutenant Governor Saxena ordered, “This relaxation will be equally applicable to all existing employees who wish to apply for graduate level government posts in future. They will not be stopped from applying on the basis of affidavits given earlier regarding not having higher qualifications. This order will come into force with immediate effect.” Terming the ban that prevents people from applying for higher posts even while working in government departments as ‘unfair and restrictive’, Lieutenant Governor Vinay Kumar Saxena said the new order comes into effect with immediate effect. This unfair and restrictive restriction, which forced candidates to declare themselves as only 10th or 12th pass, deprived them of the career growth they were entitled to. Such restrictions were against the fundamental right to decent employment.
What will change due to the decision?
With this decision, thousands of Ladakhi youth, who are already working in orderly/MTS and similar posts, will now be able to compete for graduate-level posts. With this, everyone will get equal opportunities, the administration will be more accountable and their future in Ladakh will be secure. The administration has also changed the recruitment rules for entry-level positions, now setting only minimum education requirements (e.g., matriculation) and removing the upper limit of maximum education. The UT administration has said that it is fully committed to reforms that protect the interests of the youth while also guaranteeing them fair opportunities to advance in their careers.
