The government is preparing to make similar rules for messaging apps like WhatsApp, Telegram and Signal. The Ministry of Electronics and IT is working on such a framework so that uniform rules can be implemented on all the messaging platforms operating in the country. The biggest reason for this is the upcoming username feature of WhatsApp, due to which the government has expressed fear of increase in cyber fraud.

WhatsApp is working on a feature in which users will be able to chat only through their username without revealing their mobile number. The company says that this will improve the privacy of the users, but the government fears that by misusing this facility, fraudsters can target people by creating fake identities. This may increase cyber crimes like phishing, online fraud and digital arrest.
Government sent notice to WhatsApp
For this reason, the government had sent a notice to WhatsApp saying that this feature should not be launched in India until the discussion on this issue is completed. At the same time, MeitY also asked Telegram and Signal for information about their username feature and security arrangements. WhatsApp and Telegram have given their reply to the government in this matter.
What is the government’s stand?
The government says that if only one app is banned and the same feature continues to work on other apps, then it will be considered a legally weak decision. In such a situation, it is necessary to make similar rules for all messaging platforms. At present, apps like WhatsApp, Telegram and Signal work under the IT Act 2000 and IT Rules 2021, but there is no separate rule regarding features like username in them.

The government is now preparing a new framework to overcome this deficiency. A final decision on this has not been taken yet nor has any draft rule been issued. The government will take further decisions after discussion with all parties. Officials say the aim is to strike a balance between privacy and security, so that new features do not become weapons for cyber criminals.
