Today, when the bravery and work of IPS officers is discussed in the country, very few people know who started this service. Chakraborty Vijayaraghavan Narasimhan is considered to be the first officer of the Indian Police Service formed after independence. He joined the 1948 batch and played an important role in establishing the new system. At that time, his first salary was around Rs 400 per month, which may seem small today, but was considered respectable at that time.
C.V. Narasimhan was born on 21 May 1915 in Madras, i.e. today’s Chennai. He was keen on studies since childhood. His early education took place at St. Joseph’s College, Tiruchirappalli. After this he obtained higher education from Madras and then Oxford University. At that time, going abroad and studying was considered a big thing. His education had broadened his thinking.
He joined the Indian Civil Service, i.e. ICS, in 1937, which was considered the most prestigious service of that time. He worked on many important administrative posts in Madras Presidency. His honesty and way of working started being discussed everywhere. After independence, when the Indian Police Service, i.e. IPS, was started, he became its first officer in 1948. This was a historic moment in itself.

In today’s time, the salary of IPS officers runs into lakhs, but the situation was different in those times. When Narasimhan started service, his first salary was around Rs 400 per month. This amount was considered reasonable at that time, but was very less compared to the responsibilities. Still, he considered his service not as a job but as a duty.

Narasimhan’s work was not limited to the police department only. He held responsibilities on many big posts in the country. He was the Director of CBI, played the role of Member Secretary in the National Police Commission and also held many important positions in Tamil Nadu Police. Not only this, he also became the Executive Secretary for Asia and Far East in the United Nations. It is clear from this that his recognition was not only in the country but also at the international level.
He had a special love for education. He was the President of Vivekananda Educational Society and also became the Chairman of PS Charities. Through these institutions, he contributed to the running of about 24 schools around Chennai. He had a major role in the education of thousands of children.

He received many honors for his honest service. He was awarded the Police Medal in 1962, President’s Medal in 1971 and Padma Vibhushan, the country’s second highest civilian award, in 2001. These honors are proof of his long and dedicated life.
