The matter of blacklisting the company that supplies paper for NCERT books has now reached the Education Ministry. Union Education Minister Dharmendra Pradhan has ordered an investigation into this matter. The Ministry will find out whether the action taken against the company was done as per the correct procedure or not and who is responsible for the negligence on the part of NCERT in the court. Now both the Education Ministry and the Delhi High Court are keeping an eye on this entire matter.
NCERT alleged that the paper supplying company could not deliver the paper on time. Due to this, on June 22, the company was blacklisted for two years. After this, the company was also barred from participating in the new tender and procurement process of NCERT.
The company challenged this decision in the Delhi High Court. No official from NCERT was present during the hearing. After this, the court, while giving relief to the company, stopped NCERT from encashing its bank guarantee of more than Rs 6 crore.

Why did the Education Ministry set up an inquiry?
The Education Ministry believes that NCERT could not present its stand properly in the court. That is why Education Minister Dharmendra Pradhan has ordered an investigation into the entire matter. He has also said that if negligence of any officer comes to light, action will be taken against him.
What explanation did the company give?
The company says that the delay in supply was not due to it. He claims that due to the war in Iran, an essential chemical used in making paper could not be found on time. Due to this, there was delay in preparing and supplying the paper. Now action will be taken in this matter at two levels. On one hand, the hearing of the case will continue in Delhi High Court, while on the other hand, the Education Ministry will conduct its own investigation. After the investigation report comes, it will be decided whether the action of NCERT was completely as per the rules or not. Besides, the responsibility of officers who do not present their case properly in the court can also be fixed.
