Bihar Education News: Private University Amendment Bill 2026 has been passed in Bihar Assembly. The government says that the purpose of this amendment is to increase opportunities for higher education in the state, encourage private investment and reduce the migration of a large number of students going to other states for studies. At the same time, the opposition alleges that due to increase in the number of private universities, higher education may become expensive and the interests of economically weaker students may be affected. Objective of Bihar Private University Bill

According to the government, every year a large number of students in the state move to other states for better higher education. Chief Minister Samrat Chaudhary said in the Assembly that more than 30 thousand students of Bihar are studying in Amity University alone, while about 11 thousand students are studying in Lovely Professional University. Apart from this, lakhs of students go out of Bihar to study in private universities across the country. The government says that if more private universities are established in the state, then students will be able to get quality higher education in their own state. This will reduce the financial burden on families, save time and also reduce migration of talents to other states.

What will change with the Private University Amendment Bill?

Higher Education Minister Sanjay Singh Tiger has clarified that this is not a new law, but an amendment has been made to the Bihar Private University Act of 2013. According to the government, the purpose of these changes is to bring the state law in line with the standards of the University Grants Commission and to simplify the process of including new private universities under the Act. The minister said that at present 11 private universities have been recognized in the state, while in future only those institutions which meet the demands set by the UGC will be recognized. The government claims that this will increase the scope of modern educational infrastructure, better research facilities, employment and quality education within the state.

Why is this bill being opposed?

The opposition has raised many questions during the discussion on this bill. AIMIM MLA Akhtarul Iman said that the expansion of private universities can make education expensive, making it difficult for poor and economically weaker students to get higher education. He has demanded the government to make clear provisions to protect the interests of such students. Opposition to the amendment was seen even outside the Assembly. Teachers, employees and student organizations of Patna University demonstrated against the government’s decision. They allege that the proposed changes will affect the autonomy of universities and changes in administrative powers may affect the higher education system. The protesting organizations also warned to continue the agitation.

How many students from Bihar go to other states for studies?

The government has admitted in the Assembly that every year a large number of students from Bihar move to other states. CM said that only in Amity University, more than 30 thousand students and about 11 thousand students in Lovely Professional University are studying from Bihar. The government says that lakhs of students of Bihar are studying in private universities across the country, hence the need for better higher educational institutions is being felt in the state. However, according to the data released by the Labor Resources Department, out of about 57 lakh people living outside Bihar, about 5 lakh students are living in other states for higher education, while the rest are living outside for employment.

From which state do most students go outside to study?

If we look at the statistics of students going abroad for studies, Chandigarh is at the forefront in the country on the basis of population ratio. Here, per 1 lakh population, the highest number of students go abroad to study. After this comes Punjab, Delhi, Andhra Pradesh and Kerala. On the basis of total number, maximum number of students go abroad to study from states like Andhra Pradesh, Maharashtra, Punjab and Gujarat. On the other hand, a large number of students from Bihar currently go to universities in Delhi, Uttar Pradesh, Punjab, Karnataka, Maharashtra and other states within the country.
