Bihar Teacher Transfer: Bihar government has decided to implement a new transfer policy for lakhs of teachers in the state. Now the transfer of teachers of government schools will be done completely through online process. Under the new system, the transfer process will be conducted based on transparent rules and keeping in mind the circumstances of the teachers. Bihar State Teacher Transfer Rules 2026 were approved in the cabinet meeting chaired by Bihar Chief Minister Samrat Chaudhary. These rules will be applicable to regular teachers, head teachers and headmasters of primary to higher secondary schools.
Complete transfer will be done through online portal
After the implementation of the new rules, teachers will be able to apply on the online portal. The entire process from application to school selection committee’s recommendation, institute order and appeal will be completed through digital medium. The government says that this will increase transparency in the transfer process and eliminate unnecessary running around, however, mere application will not result in transfer. The Education Department will take the decision keeping in mind the vacant posts, teacher-student ratio, subject-wise needs and academic interests of the students.
Normal transfer will happen after 5 years of service
According to the new policy, under normal circumstances, a teacher will be transferred only after completion of 5 years of service. Interested teachers will be able to apply online in March every year and the department will try to complete the transfer process by June. If many teachers apply for any one school then the selection will be done on marks based system. Priority will be decided on the basis of service period, experience of work in difficult areas and special circumstances.

These matters will get the highest priority
In the new transfer policy, special importance has been given to humanitarian grounds. Preference will be given to teachers with serious illness, disability, posting of husband and wife at different places, family circumstances and other personal problems. The department has also decided the order of priority for voluntary transfer. These include teachers suffering from serious illness, disabled teachers, transfer on husband-wife basis, widow or single parent female teachers, mutual transfer adjustment and then general transfer.
Different rules for male and female teachers
In the new rules, separate provisions have been made for women and male teachers. Women teachers will get another option of transfer instead of their home Panchayat to the nearest Panchayat of the same block. Whereas male teachers can be given posting in some other nearby block of the same district instead of their home block. The government has also clarified that under normal circumstances, no teacher will be posted in his home panchayat or home ward, however, in case of problems like serious illness or disability, this rule can be relaxed.
